Overview

Reporting to the Manager, this position entails assessing utility business plans and proposals, including supporting data, among other matters. You will be responsible for providing in-depth analysis of large amounts of complex information and provide advice on applications relevant to electricity distribution rates and MAAD (merger, acquisition, amalgamation, divestiture) applications.

Responsibilities

  • Maintain and update excel based VBA models used in rate applications. 
  • Provide support and analysis on financial, economic, accounting, engineering, system planning, cost allocation, demand forecasting and/or public policy-related issues
  • Assess the impacts of identified issues and develop appropriate case strategy for senior management, in collaboration with other team members to propose solutions and/or recommendations based on analytic findings and nature of the issues
  • Process applications and provide advice to Hearing Advisors (or in the absence of Hearing Advisors) prepares schedules and procedural documents (notices, procedural orders, interlocutory decisions, etc.)
  • Accountable for managing and processing all (or certain) aspects of rate application cases and providing decision support to team members assigned to the application
  • Provide advice to Commissioners (or delegate) and team members regarding applications, utility proposals, business cases, and associated issues
  • Lead and/or support the development of policies related to electricity distribution applications
  • Conduct research on energy trends and prepare presentations, reports, analysis, and other documentation to support policy recommendations
  • Collaborate with internal and external groups as a subject matter expert and provide advice as required
  • Monitor the energy and regulatory policy environment including legislation and regulations
  • Maintain industry knowledge by reviewing trends and important regulatory issues
     

Qualifications

  • Strong skills in programming (Python, C++, Visual Basic)
  • University degree in Engineering, Finance, Economics, Accounting, Business Administration, or related discipline
  • 4 years' experience reviewing and/or preparing applications, case management or related experience in the energy sector
  • Capable of analyzing utility proposals and business cases, including supporting data, and providing well-supported quantitative and qualitative insights to support decision making
  • Previous experience with adjudicative procedures (e.g., notices, procedural orders, decisions, oral hearing schedules) considered an asset
  • Demonstrated ability to meet tight deadlines, work under pressure, and balance multiple priorities at once
  • A professional designation in an applicable field considered an asset (e.g., CPA, P. Eng, etc.)
  • Excellent verbal and written communication skills that cater to all levels in an organization
  • Strong interpersonal, organizational, prioritization, problem solving and time management skills
  • Highly proficient in Microsoft Office (Excel, Word, PowerPoint)
