Overview

Reporting to the Manager, this position monitors and analyzes issues affecting Ontario's electricity pricing and supply, including their implications for regulated rates and market outcomes. The position also entails assessing business plans and proposals, including supporting financial, economic and operational data.

The Advisor is responsible for providing in-depth analysis of large amounts of complex information and provides advice on relevant OPG and IESO rate applications.  The role involves supporting Senior Advisors in the review of complex applications and providing mentorship to other team members.

Responsibilities

  • Provide support and analysis on financial, economic, accounting, engineering, system planning, cost allocation, demand forecasting, and/or public policy-related issues.
  • Monitor and analyze economic issues affecting Ontario's electricity pricing and supply
  • Assess the impacts of identified issues and develop appropriate case strategy for senior management, in collaboration with other team members to propose solutions and/or recommendations based on analytic findings and nature of the issues.
  • Develop interrogatories and technical conference questions, briefing notes and possible cross-examination questions, in preparation for public hearings.
  • Assist in the preparation of Decisions and Orders under the direction of the OEB panel or delegate.
  • Provide advice to Commissioners (or delegate) and team members regarding applications, utility proposals, business cases, and electricity pricing and supply implications.
  • Work with Public Affairs to develop communication materials related to applications.
  • Lead and/or support the development of policies related to generation, supply and pricing frameworks.
  • Conduct research on electricity market trends and policy developments, prepare presentations, reports, analysis, and other documentation to support policy recommendations.

Qualifications

Minimum: University degree in Finance, Economics, Accounting, Business Administration, Engineering, or related discipline.

Preferred: Graduate Degree or Professional Designation.

  • Capable of analyzing utility proposals and business cases, including supporting data, and providing well-supported quantitative and qualitative insights to support decision-making
  • Previous experience with adjudicative procedures (e.g., notices, procedural orders, decisions, oral hearing schedules) is an asset
  • Familiarity with broad economic, environmental, legal and policy developments in the electricity sector, including issues related to Ontario electricity pricing and supply.
  • Proven track record to meet tight deadlines, work under pressure and balance multiple priorities at once
  • A professional designation in an applicable field is an asset (e.g., CPA, P.Eng, etc.)
  • Excellent verbal and written communication skills that cater to all levels in an organization
  • Strong interpersonal, organizational, prioritization, problem solving and time management skills
  • Highly proficient in Microsoft Office (Excel, Word, PowerPoint)
