Overview
The Distribution Asset Management department is responsible for managing and processing applications related to electricity distribution rates, as well as applications involving mergers, acquisitions, amalgamations, and divestitures. The department also provides professional support on a wide range of technical matters and contributes to the Ontario Energy Board’s adjudicative processes by offering analysis and subject matter expertise.
Reporting to the Manager, the Analyst is responsible for supporting senior staff in assessing utility business plans and proposals, including supporting data and related materials. The role involves conducting in‑depth analysis of complex information and providing advice on applications related to electricity distribution rates and MAADs.
This is an 18-month contract position
Responsibilities
- Leads or supports processing of applications, preparation of schedules and procedural documents (notices, procedural orders, interlocutory decisions, etc.)
- Maintains contact with stakeholders on all procedural matters related to assigned applications
- Develops briefing notes related to assigned applications for Commissioners or delegate
- Assists in the preparation of Decisions and Orders under the direction of the OEB panel or delegate
- Ensures that all data in the management system is accurate and up-to-date for assigned applications
- Gathers, compiles, and analyzes impacts of identified issues and provides solutions, and recommendations based on analytic findings and nature of the issues
- Researches, analyzes, and keeps track of relevant application policy initiatives and support case strategy updates
- Maintains industry knowledge by reviewing trends and important regulatory issues
- Works closely with the Advisors and Senior Advisors on special projects related to electricity distribution application procedures
Qualifications
- University degree in Finance, Accounting, Economics, Business Administration, Engineering, or related discipline
- Minimum of 3 years’ experience working in a regulated industry (energy regulation preferred) conducting research and analysis
- Capable of analyzing utility proposals and business cases, including supporting data, and providing well-supported quantitative and qualitative insights to support decision-making
- Previous experience with adjudicative procedures (e.g. notices, procedural orders, decisions, oral hearing schedules) is an asset
- Proven track record to meet tight deadlines, work under pressure and balance multiple priorities at once
- Excellent verbal and written communication skills that cater to all levels in an organization
- Strong interpersonal, organizational, prioritization, problem solving and time management skills
- Highly proficient in Microsoft Office (Excel, Word, PowerPoint)
