Overview

The Strategy, Project Management & Change Division is responsible for the OEB’s strategic and business planning functions, as well as the design of change management initiatives. The team provides strategic consultation and facilitation for project governance, enterprise transformation, risk management, and performance measurement.

 

The Enterprise Strategist and Change Consultant will advance the planning, development, delivery, and evaluation of organizational planning and change management programs and services. In addition, they will support the execution of the corporate policy framework and maintenance of corporate policies to ensure regular review, refresh and alignment with organizational strategies and priorities.

 

This is an 18-month contract position, with the possibility of an extension.

Responsibilities

  • Support business objectives and improve operational effectiveness by providing efficient and reliable delivery of services that meet corporate standards, operating guidelines, legislative requirements, and best practices.
  • Lead the creation of key documents such as the annual business plan, strategic plan, divisional plans and change management documents.
  • Provide Executive Leadership and the Board of Directors with strategic insights, data analysis, and recommendations to inform decisions and prioritization of work for the organization.
  • Participate in and facilitate Executive workshops to clarify guiding principles, organizational vision, business transformation and change management initiatives.
  • Analyze, report, and advise on the OEB’s operating environment and portfolio, raising risks to resourcing, budgets, strategic objectives or performance.
  • Collaborate with internal and external stakeholders, industry and professional associations to exchange, share, acquire information and identify emerging issues.
  • Lead aspects of planning and execution for organizational transformation programs, projects and initiatives affecting people, technology, and processes to ensure successful transition to future-state.
  • Monitor, evaluate and report on corporate progress against strategic goals, including scorecard reporting
  • Examine the effectiveness of existing corporate policies and develop recommendations for change, retirement, and development of new policies.
  • Identify emerging corporate policy needs and issues in current policy framework, such as legal compliance, changing regulations, or conflicting language, with a diversity, equity, and inclusion lens.

Qualifications

  • University degree in Public Administration, Business Administration, Public Policy, Social Sciences, or applicable discipline.
  • 5 years’ experience in a similar role, including conducting research managing change, supporting business planning, and developing policy recommendations. Experience working with senior stakeholders in a unionized environment in a regulatory industry, utility, public sector, or not-for-profit setting.
  • Proven skills in influencing, building rapport and stakeholder relations.
  • Highly organized, proactive, and self-directed with strong project management skills.
  • Excellent judgment and political acuity.
  • Experience applying judgment and discretion when dealing with confidential, legal, and sensitive information.
  • Strong attention to detail.
  • Strong oral and written communication skills that cater to all levels of the organization and translate recommendations into a variety of written materials and presentation forums, including formal presentations to audiences.
  • Proficient knowledge of Microsoft Office (Word, Excel, PowerPoint), and Teams
