Overview

The Major Applications division is responsible for managing and processing proceedings relating to rates, facilities, and the Regulated Price Plan, as well as management of operational policies in support of applications.

The Manager, Electricity Distribution, is responsible for managing, organizing, and coordinating the analysis of applications relevant to rate regulated electricity distributors in Ontario, resolving complex issues, providing professional support on a wide variety of technical and subject matter issues. From time to time, the Manager may also be responsible for managing this type of work for electricity transmitters and natural gas utilities, as required. The Manager is responsible for providing oversight and direction to staff, creating a culture that harmonizes with the overall mission, strategic priorities, and values of OEB. 

Responsibilities

  • Manage the review of rate regulated electricity distributor applications and related projects focusing on providing technical advice to assist in the resolution of issues.
  • Provide expertise on options and impacts of technical issues associated with relevant applications and related policy projects.
  • Collaborate with all levels in the organization on procedural matters and technical issues related to cost-based rates applications.
  • Collaborate with senior leaders and other stakeholders to exchange, share, and develop new policies and processes to align with corporate goals and objectives.
  • Where appointed, act as delegated authority to make decisions on behalf of the Ontario Energy Board with respect to applications such as rates, franchises and certificates, leave to construct and quarterly rate adjustment mechanism.
  • Prepare formal reports and recommend solutions for review and endorsement by senior leaders to improve business service delivery.
  • Ensure all financial and procedural requirements are followed in alignment with corporate financial policies.
  • Develop and provide communication that is transparent and informative to electricity distributors and consumer groups to ensure accuracy and understanding of relevant OEB policies.
  • Assign cases to technical staff and coordinate the review of complex generic issues and the overall review for applications relevant to electricity distribution rate setting
  • Responsible for staffing levels of the department, including the recruitment and selection of direct reports to support and build a diverse and empowered team.

Qualifications

  • Degree in Finance, Accounting, Economics, Business Administration, Engineering, or related discipline.
  • A graduate degree or professional designation is an asset.
  • Minimum 7 years’ experience in one or more of policy research, rate regulation, planning and design, preferably in the electricity distribution industry in a unionized environment.
  • 3 to 5 years of management experience in a regulated industry, utility, public sector, or not-for-profit setting.
  • Proven skills in influencing building rapport and stakeholder relations.
  • Issues management experience.
  • Strong oral and written communication skills, including formal presentations to audiences.
  • Knowledge of cost-of-service principles and the Ontario Energy Board’s Renewed Regulatory Framework is required.
  • Knowledge of relevant legislation that affects the Ontario energy sector.
  • Project management and organizational skills to undertake complex assignments and manage project teams.
  • Proficient knowledge of Microsoft Office (Word, Excel, PowerPoint), Teams
