Overview

Reporting to the Director, Electricity Network Applications, the Manager of Incentive Rates is accountable for managing, organizing, and coordinating the analysis of applications relevant to rate-regulated electricity distribution utilities in Ontario. This includes resolving complex issues, providing professional support on a wide variety of technical issues/subject matter, having oversight of distributor applications, and participating in the review process, including providing leadership at meetings and hearings. In this role you will be responsible for providing oversight and direction to staff, creating a culture that harmonizes with the overall mission, strategic priorities, and values of OEB. Inspire teamwork, cohesiveness, and innovation to effectively deliver the required services in support of OEB.

Responsibilities

  • Manage review of applications and related projects focusing on providing technical advice to assist in the resolution of issues
  • Prepare and review interrogatories and briefing notes, staff arguments, and any materials that support the panel of Commissioners or Delegated Authority for incentive rate-setting applications
  • Provide expertise on options and impacts of technical issues associated with applications and related policy projects
  • Accountable for projects to streamline the application process and the collection of data from incentive rate-setting applications, data analysis and insights to drive continuous improvement
  • Plan, organize, lead, and manage business activities to increase efficiencies, people effectiveness and continuous improvement processes to align with corporate priorities
  • Create and implement practices to promote diversity and inclusion to support a diverse, accessible, and inclusive organization
  • Provide direction, coaching, mentorship, and motivation to direct reports
  • Provide regular performance feedback, informal feedback, talent planning and overall performance assessment
  • Responsible for staffing levels of the department, including the recruitment and selection of direct reports to support and build a diverse and empowered team
  • Act as delegated authority to make decisions on behalf of the Ontario Energy Board with respect to applications
  • Demonstrate corporate values, professionalism, and thoughtful leadership to represent the OEB culture
  • Develop and provide communication that is transparent and informative to the consumer to ensure accuracy and understanding of relevant energy regulations

Qualifications

  • University degree in Finance, Business Administration, Process Engineering, or related discipline
  • A financial professional designation and/or six sigma certification is an asset
  • 7 years of experience in a multi-disciplinary team setting within one of the following: annual regulatory filings, finance, or business analysis
  • 3 to 5 years of management experience in a regulated industry, utility, public sector, or not-for-profit setting in a unionized environment- Strong oral and written communication skills, including formal presentations to audiences
  • Analytical skills to gather and analyze information to derive conclusions
  • Organizing skills to independently plan, prioritize, and organize work in an accurate and detailed manner
  • People management skills to manage and develop others to ensure high levels of productivity and quality of work
  • Knowledge of relevant legislation that affects the Ontario energy sector
  • Knowledge of regulatory rate-setting in Ontario is highly desirable
  • Expert knowledge of financial modelling using Microsoft Excel
  • Proficient knowledge of Microsoft Office (Word, PowerPoint), Teams
