Overview

The Manager, Information Technology is responsible for providing oversight and direction to staff, creating a culture that harmonizes with the overall mission, vision, strategic priorities, and values of OEB. Inspire teamwork, cohesiveness, and innovation to effectively deliver the required services in support of OEB.

The role plays a critical part in strengthening OEB’s cyber resilience and modernizing digital capabilities to support a secure and efficient regulatory environment.

The Manager will also work with the IT Director in formulating and managing the Information Technology strategic plan (ITSP) and operational plan (ITOP) for OEB.
This role will lead the maintenance, refinement and development of all related major multi‑year project initiatives including security‑focused modernization efforts, and manage partnership relationships.

Responsibilities

  • Plan, organize, lead, and manage business activities to increase efficiencies, people effectiveness, and continuous improvement processes to align with Divisional and cyber‑maturity priorities.
  • Direct and design operational activities and provide direction and support for IT solutions that enhance corporate business operations and uphold public‑sector security and compliance expectations.
  • Lead the team of direct reports, while promoting cohesiveness, motivation, and commitment to the department and OEB’s strategic deliverables and secure‑by‑design practices.
  • Build and maintain relationships with internal, external, industry stakeholders, and professional associations to exchange information and to identify emerging and topical issues including cybersecurity trends and risks.
  • Ensure that cyber security systems, controls and procedures are operating effectively to manage vulnerabilities, ad and provide continuous protection from external and internal parties.
  • Create and ensure adherence to corporate policy and continually evaluate and use insights to identify opportunities for improvement in IT governance and cyber resilience.
  • Manage the budget, financial monitoring, forecasting, and administrative functions for the department to ensure budget compliance to support the Director of IT with strong public‑sector stewardship.
  • Motivate the team to deliver the highest quality of service to internal and external stakeholders using innovation, creative solutions, and professional approaches while maintaining strong security posture.

Qualifications

  • University degree in computer science, computer systems, Engineering, related disciplines.
  • Certification in related Cybersecurity domains (e.g., CISSP, CISM, CCSP) strongly preferred.
  • 5–10 years’ experience in Information Technology leading software systems designs, development, and infrastructure implementation. Demonstrated experience in information privacy and security, compliance, authentication and authorization management and cyber security leadership.
  • 3 to 5 years’ experience in a people management role leading an IT function working with system/infrastructure designs, support, and implementation in a unionized environment or public‑sector setting.
  • Advanced expertise in cyber security, networks, database administration, analytics and reporting tools, cloud computing, Microsoft infrastructure technology, Microsoft Azure, Office 365 and a variety of operating systems, and software applications.
  • Strong oral and written communication skills, including formal presentations to audiences.
