Overview
Reporting to the Director, Performance Analytics & Compliance, the Manager, Licensing & Compliance Reviews leads the delivery of the OEB’s licensing and compliance monitoring functions. In partnership with other OEB units, the department contributes to activities designed to ensure regulated entities comply with applicable codes, licences, regulatory conditions, and consumer-related requirements. The role provides leadership and oversight for risk-based compliance review, tracking emerging risks and compliance patterns, administering licensing and GDAR-related activities, and developing and refining operational policies, processes, and compliance frameworks. The Manager is responsible for providing oversight and direction to staff, creating a culture that harmonizes with the overall mission, strategic priorities, and values of OEB. Responsibilities
- Provide expertise, guidance, and advice to senior leadership, direct reports, and internal stakeholders on licensing, compliance oversight, emerging risks, and compliance patterns, supporting consistent and defensible regulatory outcomes.
- Oversee and improve risk‑based, efficient approaches to tracking and analyzing emerging risks and compliance patterns to inform regulatory oversight, prioritization, and issue escalation, in consultation with those leading inspection, enforcement, performance and other activities.
- Maintain and enhance processes, tools, and systems to support consistent compliance monitoring, licensing review, operational practices, inspections, compliance enforcement and reporting.
- Establish and maintain effective working relationships with internal partners and external stakeholders involved in licensing, compliance monitoring, inspections, enforcement, performance assessment and regulatory oversight within Ontario’s energy sector.
- Represent OEB’s Licensing & Compliance Review department on internal and external committees, task forces, and working groups related to licensing, compliance, and regulatory oversight matters.
- Work with the Director, Performance Analytics & Compliance to support planning and ensure resources are aligned with OEB priorities and commitments related to licensing, compliance monitoring, enforcement and regulatory oversight activities
- Brief senior management on emerging issues, risks, trends, and compliance patterns affecting regulatory oversight and Ontario’s energy sector.
- Manage employee and labour relations matters to support a respectful, inclusive, and productive work environment.
- Lead staffing activities, including recruitment and selection, to build and sustain a diverse, skilled, and engaged team.
Qualifications
- A minimum of 7 years’ experience in regulatory compliance, licensing, policy interpretation, or related analytical and program delivery functions, preferably within a regulatory, utility, or public‑sector environment.
- 3 to 5 years of management experience, including responsibility for leading professional staff, managing competing priorities, and delivering complex initiatives in a regulatory, public sector, utility, nonprofit, or similarly complex organizational setting.
- Strong knowledge of the Ontario Energy Board Act, 1998, applicable regulations, and regulatory frameworks governing Ontario’s energy sector.
- Experience managing emerging and sensitive issues, including assessing risks and developing response strategies.
- Strong planning, organizational, process design and project management skills to lead complex policy initiatives and manage multiple concurrent priorities.
- Sound judgment and decision‑making skills, with the ability to balance competing interests and provide defensible, evidence‑based recommendations on complex issues.
- Solid understanding of energy distribution systems, including reliability, resilience, and the policy implications of emerging technologies and system modernization
- Proficiency with Microsoft Office applications (Word, Excel, PowerPoint) and collaboration tools such as Microsoft Teams.
