Overview

Reporting to the Director, Performance Analytics and Compliance, the Manager is accountable for the OEB’s utility performance analysis and reporting (PAR) activities.  The PAR unit monitors the financial viability of the electricity and gas sectors in Ontario by analyzing, assessing, and interpreting financial and other performance information provided to the OEB. Through its data analysis and related work, it also promotes continuous improvement in the regulated companies and supports compliance monitoring and enforcement activities that help to increase consumer confidence in the energy sector. The Manager is responsible for providing oversight and direction to staff, creating a culture that harmonizes with the overall mission, strategic priorities and values of OEB. The incumbent must inspire teamwork, cohesiveness, and innovation to effectively deliver the required services in support of the OEB.

Responsibilities

  • Ensure the OEB’s regulatory reporting requirements deliver valuable, accurate and reliable data, and actionable insights
  • Ensure reporting mechanisms are sufficiently robust, efficient and rigorous to support policy and application decisions. 
  • Lead and deliver the OEB’s annual Reporting and Record Keeping Requirements (RRR) consultation, including the development of updated requirements, guidance, and communication to all licensed entities.
  • Lead the OEB’s benchmarking studies (e.g., total cost benchmarking) and develop complementary benchmarking approaches (e.g., activity and program-based benchmarking) to assess the utility performance and encourage continuous improvement in the sector, working with external consultants and experts as required.
  • Manage a team of data analysts, engineers, finance professionals and policy experts.
  • Provide regular performance feedback, informal feedback, talent planning and overall performance assessment.
  • Coordinate the resources for performance analytics and reporting, developing strategic and divisional business plans including financial, budget and resource planning, and proactively identifying resource needs to fill departmental gaps.
  • Collaborate with senior leaders and other stakeholders to exchange, share, propose and develop new policies and processes to align with corporate goals and objectives, especially with respect to compliance monitoring, reviews and enforcement activities.
  • Maintain expert knowledge of divisional protocols and other relevant information to provide trusted and reliable guidance to senior leadership.
  • Develop and provide communication for a range of audiences that is informative, accurate and meaningful
  • Ensure all financial and procedural requirements are followed in alignment with corporate financial policies.

Qualifications

  • University degree in Economics, Accounting, Finance, Computer Science, or a related discipline.
  • Graduate degree or professional designation is an asset.
  • 7 years of experience in a multi-disciplinary team with a focus on corporate performance, reporting, regulatory compliance or data analysis.
  • Knowledge of electricity networks or similar capital-intensive, technical utility or industrial operations is an asset
  • 3 to 5 years of management experience in a regulated industry, utility, public sector, or not-for-profit setting.
  • Strong oral and written communication skills, including formal presentations to audiences.
  • Analytical skills to gather and analyze information to derive conclusions.
  • People management skills to manage and develop others to ensure high levels of productivity and quality of work.
  • Diplomacy, interpersonal and communication skills to deal fairly, assertively, and constructively with senior managers, and internal and external stakeholders including the public.
  • Judgment and decision-making skills to balance competing needs and provide recommendations and solutions to complex and highly influential issues.
  • Political acuity to identify, analyze and recommend appropriate solutions within a dynamic broader public policy environment.
  • Numeracy and accounting literacy to effectively manage budgets, service contracts and cost awards to intervenors.
  • Project management and organizational skills to undertake complex assignments and manage project teams.
  • Knowledge of relevant legislation that affects the Ontario energy sector.
