Overview
The Department is accountable for the successful delivery of the Ontario Energy Board’s multi-year Business Operations Optimization and Systems Transformation (B.O.O.S.T.) program to modernize OEB’s back-office tool. The B.O.O.S.T. program focuses on improving processes and optimizing resource utilization to deliver OEB’s mandate efficiently and effectively through the deployment of Microsoft Dynamics 365, a comprehensive cloud-based platform for customer relationship management (CRM) and Microsoft Power Apps, which enables rapid development of business customs applications to address unique organizational needs. The B.O.O.S.T. program aims to support the establishment of a sustainable and adaptive regulatory framework by modernizing processes and IT systems, enabling the OEB to respond quickly to changing needs and improve operational efficiency.
Under the direction of the Director of Business Operations Optimization and Systems Transformation, the Project Manager’s role is to manage the day-to-day implementation and ensure the successful delivery of all identified projects in the B.O.O.S.T. Program office. The project manager must do this within scope, to a certain quality, and within time and cost constraints. These factors may be clearly defined or may require dynamic management to deliver business value.
Responsibilities
- Manage the day-to-day planning, scheduling, and execution of the Dynamics 365 and Power Platform implementation project from requirements to deployment.
- Develop and maintain integrated project plans, timelines, budgets, resource allocations, and critical path dependencies.
- Drive sprint planning, backlog grooming, retrospectives, and daily standups for agile components of the implementation.
- Enforce project delivery methodologies (Agile/Waterfall/Hybrid) aligned with the nature of workstreams with the Program Director’s guidance.
- Ensure all deliverables are tracked, validated, and aligned to the B.O.O.S.T. program office milestones and quality standards.
- Coordinate with internal and external stakeholders to proactively gather and clarify requirements, manage expectations, and ensure clear, timely communication with all project-level stakeholders throughout the project lifecycle.
- Translate complex technical content into business language for effective stakeholder communication.
- Prepare and present project status reports, dashboards, risks/issues summaries, and updates.
- Identify delivery risks across business processes, technology, data migration, change management, and stakeholder alignment.
- Track actuals vs. budget in coordination with the B.O.O.S.T. program Director.
- Work with QA to ensure test planning, system testing, UAT, and go-live support are rigorously managed.
- Facilitate day-to-day vendor coordination with internal and external teams.
Qualifications
- University degree in Finance, Economics, Business Administration, Information Technology, or related discipline.
- Project Management certification (PMP/Agile). Change management certification (e.g. PROSCI) is an asset
- 5+ years of progressive experience working in project management, ideally IT projects, applying project management methodologies, influencing and negotiating with project stakeholders.
- Proficient in Microsoft Office (Excel, Word, PowerPoint, MS Project, Azure DevOps, Project for the Web or equivalent), Jira, Confluence.
- Familiarity with change management and governance frameworks.
- Experience collaborating with cross-functional teams in matrixed environments with multiple internal and external delivery partners.
- Strong familiarity with government delivery environments, case management modernization, or regulatory systems is preferred.
