Overview
Reporting to the Manager, this position entails analyzing utility proposals and business cases, including supporting data, among other matters. The Senior Advisor is responsible for providing in-depth analysis of large amounts of information and advice on applications relevant to natural gas rates and facilities. The Senior Advisor will review and process complex natural gas rates and facilities applications and provide mentorship to other team members.
Responsibilities
- Undertake analysis on financial, accounting, economic, engineering, system planning, cost allocation, demand forecasting, and/or public policy-related issues as required for assigned applications.
- Apply data gathering and analysis techniques to identify relevant issues in assigned applications.
- Assess the impacts of identified issues and develop appropriate case strategy for senior management, in collaboration with other team members to propose solutions and/or recommendations based on analysis findings and nature of the issues.
- Process applications and provide advice to Hearing Advisors (or in the absence of Hearing Advisors) prepare schedules and procedural documents (notices, procedural orders, interlocutory decisions, etc.).
- Take accountability for processing all (or certain) aspects of rate application cases and provide decision support to team members assigned to the application.
- Maintain contact with Commissioners, delegated authority, senior management, legal, other staff, and intervenors on all procedural matters related to assigned applications.
- Provide advice to Commissioners (or delegate) and team members regarding applications, utility proposals, business cases, and associated issues.
- Lead the development of policies related to natural gas applications.
- Conduct research on energy trends and prepare presentations, reports, analysis, and other documentation to support policy recommendations
Qualifications
- University degree in Finance, Accounting, Economics, Business Administration, Engineering, or related discipline.
- 5 years’ experience reviewing and/or preparing applications, case management or related experience in the energy sector
- Capable of analyzing utility proposals and business cases, including supporting data, and providing well-supported quantitative and qualitative insights to support decision-making
- Previous experience with adjudicative procedures (notices, procedural orders, decisions, oral hearing schedules) is an asset
- Proven track record to meet tight deadlines, work under pressure and balance multiple priorities at once
- A professional designation in an applicable field is an asset (e.g., CPA, P. Eng.)
- Excellent verbal and written communication skills that cater to all levels in an organization
- Strong interpersonal, organizational, prioritizing, problem solving and time management skills
- Highly proficient in Microsoft Office (Excel, Word, PowerPoint)
