Overview
We are currently seeking an energetic and collaborative electricity transmission expert to join the OEB’s Transmission Policy & Compliance team as a Senior Advisor. This is an exciting opportunity for an individual who likes intellectually challenging work in a collaborative environment that fosters innovation and creativity.
Reporting to the Manager, Transmission Policy & Compliance, the Senior Advisor is responsible for leading transmission policy initiatives. The Senior Advisor acts as a subject matter expert in transmission policy and mentors and leads a staff team in engaging with industry stakeholders, developing policy options and making recommendations to senior OEB leaders.
Responsibilities
- Leads internal teams and multi-stakeholder groups, including planning, coordinating, managing, monitoring and reporting on project methodology, scheduling, resourcing requirements and deliverables
- Conducts and facilitates quantitative and qualitative policy research, including analyzing, evaluating and identifying the interactions of policy options
- Undertakes reviews of potential compliance issues on a timely basis and evaluates the appropriate course of action
- Prepares policy papers and briefings to solicit feedback from stakeholders and facilitates stakeholder engagement in policy initiatives
- Communicates analysis and provides recommendations in support of effective decision making with senior management to resolve sensitive, complex and contentious issues
- Interprets and communicates the OEB's policies, practices and procedures to energy stakeholders
- Monitors the energy and regulatory policy environment in Ontario and other jurisdictions to identify emerging industry issues
Qualifications
- Undergraduate degree in engineering, policy, economics or related discipline
- Graduate degree in public administration, policy or economics is preferred
- 8+ years of progressive experience in electricity transmission, electricity system planning or related policy development in a team lead role
- Expert knowledge of transmission system connections, operations and planning
- Knowledge of Ontario’s electricity sector is strongly preferred
- Knowledge of Ontario’s wholesale electricity market and its governing legislation and institutions is preferred
- Knowledge of principles and approaches to economic regulation is strongly preferred
- Experience working within a regulated industry, regulatory body and/or utility is strongly preferred
- Exceptional regulatory writing skills
- Exceptional critical thinking and problem-solving skills
- Political acuity to recognize sensitive situations and recommend appropriate solutions
