Overview
This People and Culture Department is responsible for all aspects of People & Culture and other organizational service functions including employee/labour relations, compensation, benefits, pension, talent management, succession planning and workforce planning as well as employee engagement and communications.
The Talent Acquisition Specialist is responsible for recruiting for professional positions and building strong relationships with hiring Managers to attract the best candidates for the Ontario Energy Board and meet the requirements of the position. Partner with clients to develop and implement efficient, proactive innovative strategies to fill open positions. The Specialist proactively sources talent and builds continuous improvement into all recruitment practices.
Responsibilities
- Lead the complete talent acquisition cycle for all levels from sourcing to interviewing, closing on candidates, and presenting offers.
- Conduct new employee onboarding, ensuring process is engaging and that processes are followed and accurate.
- Generate candidate flow through a variety of sourcing channels, including proactive networking, direct sourcing, applicant tracking system (ATS) and researching/initiating other channels as appropriate.
- Maintain working relationships with targeted equity groups and community associations for recruiting activities to assist in building a representative workforce.
- In consultation with others, develop attraction strategies that result in a pipeline of qualified candidates that support diversity, equity, and inclusion.
- Engage with internal stakeholders to enhance the onboarding and candidate experience from application to hire.
- Coach hiring managers throughout the recruitment full-cycle process.
- Lead employer branding initiatives with Public Relations team.
- Work together to create a positive and nurturing team actively supporting each other to meet shared deliverables and common goals.
- Develop and maintain partnerships with hiring managers and Senior People & Culture Business Partners to understand current and future recruitment needs and to determine sourcing strategies.
- Provide strategic recruitment advice to support corporate talent development and filling of recruitment needs.
- Develop a pipeline of high talent prospects for immediate and potential future hire opportunities.
- Use an inclusive lens to develop solutions to attract diverse talent to the organization.
- Contribute to business strategy by helping leaders and stakeholders to identify, prioritize, and build capabilities, structures, processes, and improvement needs
- Build and maintain relationships with talent pool to ensure a positive experience with OEB.
- Consult and engage leadership to proactively plan for and identify recruitment needs.
Qualifications
- University degree in Business, Human Resources Management, or related discipline.
- 5 years’ experience as a seasoned Talent Acquisition Specialist in a full-cycle recruitment environment
- Demonstrated experience with talent acquisition within a unionized environment.
- Experience in a Human Resources role in a regulated industry, utility, public sector, or not-for-profit setting is highly preferred
- Proficient knowledge of Microsoft Office (Word, Excel, PowerPoint), Teams and Zoom.
- Understanding and working knowledge of records management, HRIS systems, collective agreements, employment/labour relations and Occupational Health and Safety legislation.
- Strong communication skills (oral, written and presentation).
- Demonstrated ability to multi-task and prioritize in a fast-paced and changing environment.
- Strong problem-solving abilities, influencing skills, strong collaborator and relationship builder
- Proactive self-starter.
- An understanding of web recruitment tools, including social media (LinkedIn, Facebook, Instagram, and Glassdoor).
